Under general supervision, the Fire GIS Analyst is responsible for updating various spatial datasets in several different data types. The GIS Analyst maintains up-to-date and accurate maps and helps maintain the GIS maps on the City website. These tasks are accomplished through research, gathering source material, data entry, digitizing and using specialized software. Other responsibilities include designing and producing maps and graphics for the Fire Department's accreditation documents, extracting data as required or requested, and other related duties.

Scope of Responsibility :
The position is responsible for the quality and accuracy of his/her own work. The position will also provide training and work direction to temporary positions working on the fire department's data. Incumbents are expected to be fully competent in their areas of specialization and familiar with the work of other areas.
Essential Duties and Responsibilities :

  1. Manages and administers the Fire and EMS RMS to ensure complete and accurate reporting of response data and the accurate sharing of that data with other government programs:
    1. National Emergency Response Information System (NERIS);
    2. Manages Fire RMS and other data systems to ensure the complete, accurate and timely reporting of Fire and EMS data;
      1. Importing data;
      2. Tracking data submissions;
      3. Identifying issues related to the data;
      4. Acting as the primary liaison to outside agencies for the reporting of Fire and EMS data.
    3. Identify technical problems that need to be addressed by improved policies and procedures;
    4. Verifies data collected is within required quality standards;
    5. Assists in the development of end-user training materials and maintains metadata repository and/or data dictionary;
    6. Assesses and analyzes queries and reports.
  2. Updates and maintains the Fire Departments GIS databases on a daily basis.
    1. Creates and maintains data dashboards. Dashboards contain response time data, unit reliability, coverage areas, etc.
    2. Updates and maintains the utility database (Fire Hydrants);
    3. Converts data in different formats; Imports and exports data from AutoCAD, ArcGIS, SQL, etc. into many different formats;
    4. Researches and analyzes geographic and tabular data from public and private sources for integration into the City's enterprise GIS;
    5. Updates and maintains preplan information on a GIS layer.
  3. Works with accreditation manager to ensure data is up to date in Accreditation documents.
    1. Ensures data and charts are available and up to date utilizing incident report data.
  4. Updates and maintains the City's GIS datasets according to departmental policies and processes.
    1. Assists in cleaning data and entering data attributes;
    2. Links images and document management system;
    3. Makes corrections in response to changes and additional datasets being integrated into the GIS.
  5. Creates, updates and maintains all GIS metadata.
    1. Updates ArcGIS metadata tables on City's infrastructure such as fire hydrants, building preplan data, etc.;
    2. Documents when data was created, who created it; updates coordinates, spatial data, Frequently Asked Questions, etc.
  6. Performs quality control and assurance checks by comparing final plans with GIS data.
    1. Builds and maintains topology;
    2. Reviews building footprints dataset;
    3. Checks for errors, verifies accuracy and quality;
    4. Makes any corrections as needed to ensure integrity of City's GIS data.
  7. Assists in updating and maintaining the Red River Regional Dispatch Center's GIS database.
    1. Combines regional GIS datasets together.
    2. Imports the datasets into the system during the planned outages which can be very late at night or very early in the morning.
  8. Communicates courteously and professionally and maintains working relationships with others in carrying out job functions. Works cooperatively to provide quality customer service.
    1. Frequently interacts with others in the work unit, the public, vendors and across departments to exchange detailed and/or technical information;
    2. Interacts with private firms and the general public to respond to general inquiries;
      1. Researches and provides information, data, or hardcopy maps;
      2. Refers individual(s) to supervisor or other appropriate personnel to resolve issues as necessary.
  9. Analyzes processes and makes recommendations to improve operations, decrease turnaround times, and streamline work processes. Documents procedures and assists in developing manuals for work unit processes.
  10. Maintains current knowledge of new and emerging trends in GIS.
  11. Performs all job duties in compliance with safety guidelines and with an ongoing awareness of safety practices.
    1. Knows and follows department and city rules as well as sound work and safety practices in order to accomplish the job objectives and avoid injury or loss;
    2. Wears proper protective equipment when policy requires or conditions indicate a need exists and utilizes proper body mechanics and ergonomics while performing work;
    3. When potentially unsafe conditions are observed makes efforts to avoid or correct them if they are controllable and draws them to the attention of the responsible supervisor or safety representative in a timely manner.
  12. Performs other duties and activities as assigned.

The job requires a bachelor's degree with major coursework in geography, civil engineering, computer science, or closely related field with emphasis in geographic information systems and three or more years of experience working with geographic information systems, including two years of experience with ESRI ArcGIS software; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. A valid driver's license is also required.

Knowledge, skills and abilities include:
  • Knowledge of cybersecurity and privacy principles;
  • Knowledge of the principles of cartographic technology and GIS software, such as ArcGIS Desktop Advanced, and ArcGIS Server;
  • Knowledge of computer aided engineering software such as AutoCAD Civil 3D and AutoCAD Map;
  • Knowledge of advanced research methods, statistical techniques, and quantitative methodology;
  • Analytical and critical thinking skills;
  • Knowledge of and ability to work with geographic data in different coordinate systems and projections, and perform transformations and conversions between different systems;
  • Good working knowledge of maintaining the cadastral data in the ESRI Parcel Fabric data type;
  • Skill in using outlier identification and removal techniques;
  • Skill in identifying hidden patterns or relationships;
  • Skill in transformation analytics;
  • Skill in using basic descriptive statistics and techniques (e.g. normality, model distribution, scatter plots);
  • Skill in digitizing and data manipulation procedures for geographic information systems;
  • Skill with general office applications, such as Microsoft Outlook, Word, Excel and Access;
  • Skill in creating and utilizing mathematical or statistical models;
  • Good writing skills for proper project and process documentation, training purposes, and metadata creation and maintenance;
  • Ability to use data visualization tools;
  • Ability to utilize statistical software;
  • Ability to work with diverse audiences;
  • Ability to read, interpret and work from complex plats, deeds and property legal descriptions;
  • Ability to communicate effectively in both verbal and written forms, and have good customer service skills;
  • Ability to establish and maintain effective working relationships with others.
Physical Demands & Working Conditions :
Most work is performed in a normal office environment with extensive computer work. Work is generally light with considerable variety. Daily work often involves moving between buildings and rooms. Occasional driving is required to attend meetings. Work involves lifting and loading rolls of plotter paper and operating plotters. Occasionally works outdoors photographing various locations. The outdoor work involves exposure to all weather conditions, dirt, noise, and fumes. There is a potential for exposure to construction equipment and traffic during the occasional outdoor work. The job may involve dealing with and calming individuals who are emotionally charged over an issue. There is considerable attention to detail and deadlines.

Stooping, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, feeling, talking, hearing/listening, seeing/observing, repetitive motions.

Medium Work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
