Position Description
Under general supervision, performs security and reception functions to assist in the operation of the City Hall Facility. Incumbents' primary responsibilities include staffing thefront information desk, greeting customers, visitors and community partners, and providing general building security while being the most noticeable brand ambassador for Fargo's City Hall. Incumbents of this position deal directly with the public in ascertaining their business needs, providing directions, and providing a security presence to the building or section of the building to which they are assigned.
Primary Responsibilities
Performs reception and security services for City Hall. Monitors the building to maintain a safe and secure environment for employees and the public through excellent customer service, problem solving, attention to detail and de-escalation as needed. Incumbents maintain citizen authority to arrest.
Essential Duties and Responsibilities:
- Communicates and develops working relationships with others in carrying out job functions.
- Communicates regularly with leadership teams and staff of the building to understand building operations, meeting schedules and events occurring in the building.
- Greets clients and visitors to the building.
- Provides assistance to clients and visitors with basic direction and general information.
- Refers issues and concerns to the appropriate party for resolution as necessary.
- Exercises courtesy in communicating with the public and other members of the work unit to provide information relating to the work assignments.
- Answers the telephone in a courteous and professional manner representing The City of Fargo
- Engages with vendors, contractors and delivery services to expedite movement of materials and services to proper locations in City Hall.
- Maintains a front desk post and security checkpoint.
- Provides directions to members of the public.
- Provides a security presence for a building or section of a building during all hours of operations including during public meetings that occur outside of regular business hours.
- May screen individuals with a handheld metal detector or have them pass through a metal detection device;
- May hold or confiscate weapons (i.e., knives, box cutters, guns, etc.);
- May utilize desk or cellphone to summon police, as required.
- Maintains situational awareness by continuously monitoring camera security systems, alarms, communication systems and activity.
- Assists with development and implementation of security protocols for facilities, to include ID access badge creation, ID and access updates and ID deactivation.
- Assists with development and implementation of security protocols for assigned facility. Periodically conducts walk-through and security inspection of facility.
- Monitors and responds to emergency situations.
- Contacts law enforcement or fire department in case of an emergency.
- Investigates and completes internal reports of suspicious activity on the property.
- Utilizes observational skills and situational awareness to identify security threats and issues.
- Uses verbal communication skills to de-escalate persons in crisis.
- Remains calm in high-pressure situations.
- Diffusing and de-escalating incidents and preventing occurrences using "minimal enforcement".
- Completes reports by recording observations, information, occurrences and surveillance activities;
- Maintain organization's stability and reputation by complying with legal requirements.
- Planning the security, safety and well-being of all personnel, visitors and the premises
- Adhere to all service and operating standards.
- Remains in compliance with local, state and federal regulations
- Responds to emergencies to provide necessary assistance to employees and customers.
- Continuously learns and knows the layout of the property, buildings and surroundings.
- Performs all job duties in compliance with safety guidelines and with an ongoing awareness of safety practices.
- Knows and follows department and city rules as well as sound work and safety practices in order to accomplish the job objectives and avoid injury or loss.
- Wears proper protective equipment when policy requires or conditions indicate a need exists and utilizes proper body mechanics and ergonomics while performing work.
- When potentially unsafe conditions are observed, makes efforts to avoid or correct them if they are controllable and draws them to the attention of the responsible supervisor or safety representative in a timely manner.
- Performs other duties and activities as assigned and responds to emergencies as directed by supervisor.
Minimum Qualifications The job requires a high school diploma or equivalent (G.E.D.), associate degree preferred, and three or more years of previous security or law enforcement experience combined with administrative experience sufficient to successfully perform administrative support and front/desk reception responsibilities or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. A valid driver's license may be required.

Physical Demands Work is performed in a normal office environment. Work requires extensive use of a computer, telephone, and other office equipment. Work is generally light with some variety. Lifting a box of paper is the heaviest work. There is considerable attention to detail. The job may involve dealing with and calming individuals who are emotionally charged over an issue. Activities include stooping, standing, walking, climbing stairs, lifting, fingering, grasping, feeling, talking, and hearing/listening, seeing/observing, repetitive motions.
Light Work: Physical demands are normally those associated with light work: Exerting up to 25 pounds of force occasionally and/or 10 pounds of force frequently, and/or negligible amount of force constantly to move objects.
