30 Month Contract

50% remote and 2 days per week in Albany Office

Day-to-day tasks
• Work closely with the project's business functional areas involving DOT executive and business teams, Portfolio/ITS Leadership and technical teams to develop and manage the project scope and other project management plans (PMP), approach, resource requirements and allocation, schedule, deliverables, and funding.
• Provide guidance and direction to the Portfolio project teams on day-to-day project tasks.
• Develop formal project plans specifying goals, strategy, dependencies, scheduling, identifying risks, contingency plans, and allocation of available resources.
• Follow the standards and procedures for project reporting and documentation for all projects being managed within IT Portfolio.
• Identify, schedule, and manage project deliverables, milestones, and required tasks.
• ssign tasks and responsibilities and drive accountability to project team members.
• Direct and coordinate complex business requirements deliveries, business process reengineering and organizational change activities
• Direct and coordinate activities of project resources to ensure project progresses on schedule and within budget.
• Track project-related costs and expenditures.
• Facilitate large project governance and executive status meetings, project team status meetings, scrums and recurring agile meetings by defining agendas and running meetings effectively.
• ggregate status updates from project team members, track schedules, and manage risks and issues as required.
• Prepare executive project status reports and keep the team, management and all stakeholders informed of project status and related issues, resolving and escalating as necessary.

Plans, organizes and integrates cross-functional information technology projects that are significant in scope and impact.

Expert

84+ months: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.

84 months experience managing and leading large, complex IT projects as the Project Manager.

Large, complex IT projects are defined as projects that include one or more of the following characteristics:
• Budget greater than $1,000,000
• Project duration greater than 12 months
• Multiple funding sources including Federal or grant funding
• Management of third-party vendors
• Management of external stakeholders
• Oversight of multi-level project team organizations
• Deployment to geographically diverse end users

Required:

Candidate must provide at least one example of a large, complex IT project completed or currently in progress that was led by the candidate and managed in the ITSM system.

84 months experience developing and executing project management plans including management of:
• Charter
• Scope
• Schedule
• Cost
• Quality
• Communication
• Change
• Risk
• Issue
• Resource management plans

Experience must include management of these plans throughout the full project lifecycle from project initiation through project closeout.

Required:

Candidate must provide at least one example of an IT project led by the candidate and managed using the PMBOK framework.

84 months experience developing and managing formal project schedules using a project tracking tool such as Microsoft Project.

Experience must include:
• Development of formal project schedules
• Tracking progress and variance against schedule baselines
• Use of Waterfall, Agile, and Hybrid project methodologies
• Use of standard project management techniques such as scrum sessions to update schedules
• Presentation of schedule and status updates to ITS and client agency leadership

84 months experience developing, writing, and managing detailed Scope Documents.

Experience must include:
• Reviewing project deliverables
• Managing the deliverables acceptance process
• Managing scope governance
• Using scope and deliverable management processes to manage project change requests

84 months experience with project quality management, including:
• Project quality planning
• Quality assurance processes
• End-to-end system testing
• Quality control
• User Acceptance Testing (UAT) coordination
• Defect management and metrics tracking
• Overall quality governance

48 months experience managing software implementation projects, including:
• Commercial Off-The-Shelf (COTS) software implementations

and/or
• In-house application development projects following Software Development Lifecycle (SDLC) methodologies.

24 months experience managing IT projects using standard tools, including:
• ITSM
• MeasureIT cost planning
• PMBOK methodology
• Project management templates
• Project Management Professional (PMI-PMP)

AND
• PMI Agile Certified Practitioner (PMI-ACP)
