Under the administrative direction of the Director of Human Resources, the Assistant Director of Human Resources assists in the department leadership and managerial oversight for the Human Resources department and is responsible for providing leadership and direction to the management and operation of the department by assisting in establishing goals and objectives within policy directives set forth by the City Commission and City Administrator. The incumbent develops, recommends, and implements procedures to accomplish department goals and objectives. The incumbent assists the director in all elements of the Human Resources program including recruitment, examination, selection and placement, position classification, compensation, employee training, benefits, employee relations, employee engagement, employee communications and safety. Work includes frequent contact with the public and departmental officials in communicating Human Resources policies and program operations.
The Assistant Human Resources Director directly or indirectly manages the performance of members of the Human Resources Team and assists the Director in managing the department budget. The Assistant Director is responsible to assist in the oversight of all city-wide Human Resources programs.
Essential Duties and Responsibilities:
The job requires a bachelor's degree in human resource management, public or business administration, or a related field and at least seven years of progressively responsible experience with a comprehensive personnel system; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. Previous experience in public sector human resource management, and PHR or SPHR Certification are preferred. Knowledge, skills and abilities include:
